Finance Department
The Finance Department is charged with providing support services to all departments and agencies within the City, including payroll processing, accounting and reporting, central purchasing, central stores, mail handling, and reproduction. The Director of Finance acts as financial advisor to the City Administrator, and is a member of the City’s Labor Relations Negotiating Team. The Finance Department’s line functions include the collection of business license taxes and investment of temporary idle funds, which when combined, represents in excess of $1,500,000 in revenue per year.
Accounting Services
Accounting Services provides direct support to all departments, divisions, and agencies of the City in the form of general accounting; payroll processing and control; grant accounting; budget control and reporting; special reports; employee deferred compensation; and in conjunction with the Personnel Division, accounts for the City’s self-insurance programs. These include workers’ compensation, medical, dental, and long-term disability. Internal and external audits are also coordinated through this division. Also all departments contribute extensive hours of paper work and information which helps the finance department determine accurate records.
Support Services
This includes the administration of the City’s centralized purchasing system, which includes the purchase of supplies, equipment, and services; contract administration; central reproduction services; management of the central store; citywide mail processing; and fixed asset inventory control. Staff also handles the sale and disposal of surplus and obsolete City property, including unclaimed property held by the Police Department. The City’s Liability Insurance Program is also administered by Support Services.
Fiscal Services
Fiscal Services provides budget development, coordination, and control; financial analyses; and business license collections. Data processing services include the Business Tax System, Financial Management System, Payroll System, and Police System. Cash management and investments are also administered by this division. The pre-audit of claims is also performed. Fiscal services are also provided to other departments upon request.
