1. What do I need to know about zoning?

Contact the City Planning Commission at (714) 993-8124 to confirm that your business is compatible to those uses permitted in specific zoning districts. You may need additional use permit approval(s) and other permits and clearances prior to operating your business at the proposed location. Planning Commission

2. What if my business is home-based?

Every business conducted from a residence in the City of Placentia must have both a City Business License and a Home Occupation Permit. Home Occupation permits are obtained from the City's Planning Commission. The Planning Commission will review the type of business you are proposing to ensure that it is permissible within the residential district and that it will not have negative impacts upon the surrounding neighborhood. 3. Do I need to display my business license?

All business licenses must be displayed on the premises. For those businesses not having a fixed address, the license must be physically carried on the person while conducting business and be presented upon request.

The purpose of the City of Placentia’s City Desk blog is to facilitate an ongoing dialogue between the City government and you, the residents, visitors and workers, who make our community a pleasant place to live. The City Administrator (or his designee) will post topics on this blog. In response to such posts, we encourage your comments; your ideas and concerns are important to ensure that as many people as possible are active and informed participants in the discussion.

Yes. However, this is a moderated blog. That means all comments will be reviewed before posting. In addition, we expect that participants will treat each other, as well as the employees, commissioners, committee members and elected officials of the City of Placentia, with respect.

Garage Sales

1. What are garage sales?

Garage sales are sales of personal property to the general public by means of “garage,” “yard,” “patio,” “rummage,” or other sales similarly conducted, which are temporarily-permitted accessory uses in a residential zone.

2. When are garage sales allowed?

Garage sales may only be conducted on the first full weekend (Saturday and Sunday) of March, June, September, and December between the hours of 8:00 am and 5:00 pm. Two additional sales may be authorized in a calendar year by first obtaining a permit from the Department of Development Services. Garage Sale Permit Application

3. Where can garage sales occur?

Garage sales must be completely conducted on private residential properties occupied by the person(s) hosting the garage sale. Garage sales on properties containing multiple-family dwellings, properties owned or controlled by homeowner’s associations or property owners’ associations, and properties occupied by charitable or other nonprofit organizations or churches are permissible with prior permission from property owners. No person shall conduct a garage sale on public property or public rights of way (i.e., sidewalks, streets, alleys).

Sewers

1. Are there any exceptions to the sanitary sewer maintenance fee?

Yes, depending on amount of water consumption and return flows to the sanitary sewer system. Please call the sanitary sewer fee question line at (714) 993-8119. You will be prompted to leave your name phone number and a brief question.

2. Why is my residence/business classified in a particular category?

Since the return flow contributed to the sanitary sewer system varies greatly based upon the type of application for the user being served, a separate rate has been developed for each class of user of the sanitary sewer system. The categories are based on the water districts classifications. If you have a residential meter your assigned sewer fee would correspond likewise.

3. If this is a City of Placentia fee why is the water company billing me?

The City of Placentia does not have the ability to bill customers. Since the fee is based on water consumption and return flows to the sanitary sewer system, an agreement has been created to have the water purveyors provide billing for the sanitary sewer maintenance fee.
