Administration

The City Administrator has a small professional staff to assist in the management of the City. City Administration is responsible for support to the City Council, the coordination of all City departments, the implementation of the budget, keeping the Council informed of the condition of the City, intergovernmental relations, and public information. The City Administrator is Executive Director of the Redevelopment Agency. The Director of Administrative Services oversees the divisions in the Administration Department and supervises assigned staff.

Personnel

The Personnel Division provides centralized human resources services for the City in the areas of employee relations, recruitment/testing, classification, salary and benefits, disciplinary actions, retirements and related issues. Personnel administers the Equal Employment Opportunity Plan, Employee Safety Program, Employee Development Program, Employee Health and Welfare programs, and Worker’s Compensation Claims.

Staff: Administrative Services Director and Personnel Secretary.

Central Records

Central Records provides support to the City Clerk and City Council. A Deputy City Clerk prepares and distributes City Council agendas, legal notices, and minutes, maintains official City records, coordinates records retention program, coordinates electronic records imaging program, coordinates Municipal Code codification and City Policy Manual implementation/updates, assists the public, coordinates municipal elections, and conducts special studies as needed.

Staff: Deputy City Clerk and Clerical Assistant I.

Disaster Preparedness

Disaster Preparedness (Emergency Management) maintains plans to respond to natural and man-made disasters and incidents, provides and/or coordinates training, drills/exercises, provides public assistance, information programs, intergovernmental cooperation, grant and funding requests and implementation. The Environmental/Administrative Coordinator serves as the Assistant Emergency Services Coordinator in all facets of emergency management, and as a legislative analyst for the City Council, City Administrator and Management Staff.

Environmental Planning

Designs, implements and coordinates various programs dealing with solid waste management (AB 939 Implementation: Source Reduction, Recycling, Composting, Special Waste, Household Hazardous Waste), and related issues. Provides public education and information programs, coordination among public and private sectors, monitoring and evaluation of programs.

Staff: Director of Administrative Services and Environmental/Administrative Coordinator.

Special Projects

Special projects involve coordination and monitoring of various contracts with the State, County and private sector, analysis of legislation affecting the City, legislative advocacy, implementation/monitoring of the customer service program, analysis of special topics/issues and assistance to all City Departments with special projects and events.
