Community Services Department

Little League

The Community Services Department is responsible for overall coordination of administration services, recreation services, facility management, cable services, human services, and cultural arts. The Department also provides staff services to the Recreation and Parks Commission, the Cultural Arts Commission, the Tri-City Park Authority, the Heritage Committee, the Festival of Arts & Cultures, various citywide special events, and administers the Gifts Catalog Program.

Recreation Services

The Recreation Services Section coordinates the overall planning and implementation of a wide variety of activities and programs as follows: youth, adult, and senior softball; youth and adult basketball; adult volleyball; sports clinics; recreational classes; drop-in recreation and special events at community centers and park playgrounds; excursions; summer activities including instructional swim classes and public swim sessions, day camps, and the Volunteer program; city-wide special events such as the Mayor’s Scholarship Golf Tourney, Placentia Community Night at Anaheim Stadium, July 4th Fireworks Celebration, Evening with Santa, and Holiday Tree Lighting Ceremony. This section coordinates the publication of the City’s quarterly newsletter, promotion of the Gifts Catalog program, and provides staff support to the Recreation and Parks Commission and the Heritage Committee. The Heritage Committee plans and conducts the annual Heritage Days activities i.e., parade, picnic in the park and pancake breakfast. This section provides staff support to the Cultural Arts Commission and coordinates activities such as the Festival of Arts & Cultures, Concerts in the Park, Youth Art Workshops, Holiday Tree Lighting Ceremony, Heritage Days, Mayor’s Reception, etc.

Facilities Management

The Facilities Management Section schedules, processes and coordinates permits for City facilities and PYLUSD/City athletic fields; assigns part-time staff to oversee all building and field usages by permits; prepares vandalism/maintenance reports; stores and maintains an inventory of supplies and equipment; coordinates park design and development; applies for and administers grants; and provides staff support to the Tri-City Park Authority.

Human Services

The Human Services Section coordinates the overall planning, implementation, delivery, and evaluation of social service programs throughout the city. Staff is responsible for assessing human service needs and problems; coordinating with the public and private agencies dealing with human service needs within the community; providing information and referral; providing individual assistance and conflict resolution; providing emergency care assistance; coordinating volunteers; developing, implementing, overseeing clothing, food and shelter assistance programs; employment assistance; providing assistance to Senior Citizens Club members and to the Senior Nutrition program; editing and publishing the Senior Citizens newsletter; coordinating inter-agency services i.e., St. Jude Health Mobile, County well baby clinic, tax assistance and Employment Development Department.

Cable Services

The Cable Services Section coordinates planning and implementation of cable TV for the city. Staff is responsible for programming the cable character generator for the local government and local origination channels and coordinating its schedule of usage for the educational and library channels. Staff is responsible for scheduling the cable TV van and camera equipment required to film video programs of community interest. The Cable budget was greatly reduced in 1991/92 when the PYLUSD ceased their 50% funding. Since then, cable production efforts have been directed toward only producing City Council Meetings.

Cultural Arts

The Cultural Arts Section coordinates the implementation of cultural arts activities and programs on a city-wide basis; researches and plans for various cultural activities for the community; revises the annual facilities inventory document; plans and conducts excursions; plans the summer concerts in the park, the annual Festival of Arts & Cultures, and sponsors the Mayor’s Reception for Heritage Days. Staff support is provided by the Community Services Department.
