Constance “Connie” Underhill was first elected to the Placentia City Council in 1996 and re-elected in the 2000, 2004, 2008, and 2012 following elections. She has twice served the city as Mayor (1998-99 and 2006-07), and currently serves as Placentia City Councilmember. She is the city’s alternate representative on the Orange County Sanitation District’s Board of Directors and vice-president of Orange County Mosquito and Vector Control District.
The city has experienced some turbulent times over the years since Connie was first elected, but thanks to support from staff, the community and other council members, a number of her personal objectives were realized: most 911 cell phone calls goes directly to our Placentia police instead of the Highway Patrol; 18-wheeler trucks no longer travel down Kraemer; the City has an audit committee; eminent domain for private purposes was voted down; we kept our police department, and many train issues were mitigated.
Connie believes the citizens have a right to expect truth, honesty and full accountability from a councilmember. She is known for showing fiscal restraint and prudence, listening to the people, putting the interests of Placentia before those from outside the community, and working to rid Placentia of gangs, drugs and graffiti. Public safety has always been her number one priority.
She is a well-know, recognized community leader. In addition to being a councilmember, she is a former Placentia-Yorba Linda School District trustee, 1987 Chamber of Commerce Citizen of the Year, PTSA and Council Honorary Service Awards recipient; past PTSA president, and has served on, chaired, or coordinated numerous other projects in the community. She was one of the first council members to sign up and complete the Community Emergency Response Team (CERT) training.
Connie and husband, Tom (married 50 years), have been residents of Placentia since 1981. Their three children attended Placentia schools and graduated from Valencia High. Three of her eleven grandchildren live in Placentia and attend local schools. She currently is the owner of Connie’s Antiques in Fullerton. Connie graduated from the University of Oregon with a Bachelor of Science degree in Sociology.
