Code of Conduct
The City of Placentia is committed to the highest standards of personal and professional conduct among all involved in City government - elected officials, City staff, volunteers, and members of the City's commissions and committees. To this end, the City has adopted a Code of Core Values and Ethics and requires all City employees to participate in mandatory ethics training. City Council Members and members of the City’s Commissions and Committees are required under State law (AB 1234) to take mandatory ethics training every two years.

In addition to the City’s Code of Core Values and Ethics, the City Administrator strictly adheres to a professional Code of Ethics through the International City Management Association (ICMA). Adopted in 1924, the ICMA Code of Ethics defines the principles that serves as the foundation for the local government management profession and set the standard for excellence. Leadership in a management structure committed to equity, transparency, integrity, stewardship of public resources, political neutrality, and respect for the rights and responsibility of elected officials and residents strengthens democratic local governance. As a member of ICMA the City Administrator is obligated to uphold these principles in his conduct and decisions in order to merit the trust of the public and elected officials he serves.
