The Landscape Maintenance District is a funding mechanism administered by the City of Placentia used solely for specific landscaping and park maintenance services within designated areas of the City. Funding comes from an annual assessment on each property in the designated vicinity.

City Council Meeting
On June 3, 2014, the City Council approved the adoption of two Resolutions declaring the intent to form Landscape Maintenance District No. 2014-1 and preliminarily approving the Engineer's Report providing notice of a Public Hearing and Mailing Ballots and adopting Proposition 218 Ballot proceeding procedures. To be tabulated, assessment ballots MUST be received before the end of the public input portion of the public hearing scheduled for Tuesday, August 5, 2014 at 7:00 p.m. at the Placentia City Council Chambers, 401 East Chapman Avenue, Placentia, CA 92870.
Local residents in specific areas of Placentia have long enjoyed parks and green landscaping along street medians, traffic islands, parkway vistas, and public rights of way that are maintained by the City of Placentia. Originally constructed with new residential developments completed over the past 20 years, the maintenance and operating costs for these areas have been covered by an annual assessment on each property in the local vicinity. Today existing assessments are no longer sufficient to adequately fund the associated utility costs (water, electricity and gas) as well as labor, equipment and materials.
Without additional funding the City of Placentia will be forced to make significant cuts in the landscape maintenance budget covering these areas, including maintenance to the Placentia Champions Sports Complex.
To continue to maintain public landscaping and parks in these dedicated areas, and to protect funding for other critical City services valued by Placentia residents, a new landscaping maintenance assessment district is being proposed. Local property owners in specific areas of the City will vote by mail to decide if the proposed “Landscape Maintenance District 2014-1” should be formed to continue maintaining neighborhood landscaping and parks at current service levels.
Required Fiscal Safeguards and Accountability
Proceeds from this measure must be placed into a special restricted fund, which could not be used for any other City services. Annually, the City Council will evaluate the dedicated account, prepare an Engineer’s Report that summarizes the budget, review the scope of services and maintenance to be performed in these designated areas, commission independent audits, and hold a public hearing to review and ensure assessment funding is spent properly. Funds from this measure will be locally controlled and cannot be taken by the State or any other public agency or used for any other purpose.
