In response to the Governor's Executive Order (B-29-15) the State Water Resources Control Board (Water Board) imposed restrictions to achieve a statewide 25% reduction in potable urban water usage through February 28, 2016. These restrictions will require water consumers to reduce usage as compared to the amount they used in 2013. Golden State Water Company (GSW) and Yorba Linda Water District (YLWD) consumers already reduced usage in 2014, but will need to achieve additional water conservation in 2015-16 to achieve the statewide goal.
The annual mandated reduction for the City of Placentia is 24%.
The City has taken the following actions:
- Stopped watering all median islands per State regulations (Executive Order B-29-15.6)
- Reduced watering at all parks and athletic fields
- Reduced watering on all parkways and other public landscaped areas
- Installed synthetic turf in conjunction with YLWD in median islands on Yorba Linda Boulevard & Rose Drive
- Completed a Water Efficiency study with GSW of highest water use sites such as City Hall, Kraemer Memorial Park, Placentia Champions Sports Complex, McFadden Park, and a section of the roadway median island on Kraemer Boulevard.
In addition to the aforementioned actions, the City continues to:
Develop a Citywide Water Efficiency plan with GSW & YLWD for future water savings improvements.
The plan will include seeking grants and rebates to install weather based irrigation controllers and smart meters that can detect heavy rain fall or irrigation leaks and automatically shut off the system to prevent wasting water. Other joint opportunities may include turf replacement with synthetic turf or drought tolerant California Native species of plants.

On July 7, 2015, a presentation was made by representatives from Golden State Water Company (GSWC), Yorba Linda Water District (YLWD), and the Orange County Water District (OCWD) discuss the recent mandatory water conservation restrictions imposed Statewide and the direct affect to Placentia customers. The presentation discussed the conditions of the drought, the Governor’s Executive Order, Placentia’s water service, and water use efficiency programs and rebates.
