Message From Chief R.A. Hicks
It is a great privilege to write this forward to our Placentia website. The Placentia Police have a long-standing tradition for providing quality service to our community and we are working hard to enhance this reputation further.

The police service is really no different from yours in terms of what it takes to be successful. To that end, we are instituting several principles for delivery of service we believe will make us even more responsive to your needs. These principles include:

• An organizational philosophy of solving problems, not masking them.
• Structuring the department to support and promote our philosophy.
• Hiring, training and promoting individuals who share our vision of quality policing.
• Working to develop meaningful partnerships with each of you.
• To be the best “Crime Fighters” around.
• To put to work the latest in technology to assist with the prompt identification and resolution of community problems.
• Working to empower and mobilize the community to help solve their own problems whenever possible.

None of these are unique to our business, with the exception of crime fighting perhaps. All of you apply these, at least in some variation, in order to be successful in your own field. In that sense, we are just like you. And since we are like you, we understand we must work diligently to earn and maintain your trust. I believe the surest way to do this is by emphasizing five qualities that will help us achieve our mission of service. They are:

• Integrity above all.
  • We will be role models for others in all walks of life.
• Be a mentor to others.
  • Work to make others the best they can be.
• Work to communicate effectively – both orally and in writing.
  • Maintain high standards as our reputation depends on this.
• Be compassionate.
  • We recognize none of us is perfect but we also acknowledge this does not alleviate our obligation to be accountable.
• Practice the 7-Core Principles of Placentia Policing.
