Welcome to the Specific Plan 5 (SP5)—an ambitious redevelopment project led by the City of Placentia to reimagine a critical area of the city. Located in the southwest section of Placentia, the SP-5 corridor aims to blend tradition with modern innovation, fostering sustainable growth and economic opportunity.

About the SP-5 Corridor

The SP-5 area spans 19 acres and includes 11 parcels bordered by Orangethorpe Avenue, Placentia Avenue, Crowther Avenue, and SR-57. Historically known for its hospitality, business parks, and auto-related industries, the corridor has the potential to evolve into a more vibrant and connected neighborhood.

Vision and Objectives

The SP-5 Corridor Plan focuses on revitalizing the area through:

  • Mixed-use developments that integrate residential, commercial, and hospitality spaces.
  • Encouraging higher-density developments and innovative land-use models.
  • Creating walkable streetscapes with public art and green spaces.
  • Aligning with nearby projects like the Old Town Placentia Revitalization Plan and the Transit-Oriented Packing House District.

Additionally, the City aims to leverage upcoming Metrolink expansions to enhance accessibility and promote transit-oriented development.

Community Engagement and Design Guidelines

The City is committed to working closely with residents, businesses, and stakeholders. Public workshops and community outreach sessions will play a key role in shaping the corridor’s future. Design guidelines will ensure a cohesive blend of the corridor's industrial heritage with modern aesthetics and functionality.

Building on this commitment, the City of Placentia will host a community meeting focused on the proposed update to SP5 on Thursday, March 5th from 5:30 p.m. to 7:30 p.m. (presentation at 6:00 p.m.) at the Whitten Community Center, 900 S. Melrose Street. The meeting will provide an overview of the planning effort, including proposed land use concepts, design priorities, and strategies intended to support economic revitalization while preserving the corridor’s unique character. City staff and project consultants will be available to share information, answer questions, and gather feedback from attendees. Community input will play a vital role in refining the plan and ensuring that the updated Specific Plan reflects local values, encourages thoughtful development, and promotes a vibrant, well-integrated SP5 district.

Economic Impact and Future Development

The project offers significant economic potential by:

  • Introducing Development Impact Fees (DIFs) and establishing a Community Facilities District (CFD) to support infrastructure.
  • Aligning with regional plans like Disneyland Forward and OCVIBE, ensuring Placentia is positioned for long-term economic success.
