The City of Placentia (“City”) seeking Bids from experienced and qualified contractors (“Bidder”) to provide transportation services for the Senior Mobility Program offered at the City’s Senior Center.
The City will be utilizing funds from the Orange County Transportation Authority (OCTA) and local City funds currently provided through an Air Quality Management District grant. The intent of this RFB process is to select a Bidder for a three (3) year contract for services with an option to extend for up to two (2) additional one-year periods based on satisfactory service/performance at the sole discretion of the City.
The City desires to continue to offer a Senior Mobility Program to transport senior citizens for congregate meals and programs at the Placentia Senior Center, Edwin T. Powell Building, located at 143 S. Bradford Ave. Placentia, CA 92870, also seeks to enhance the current program to offer additional transportation for other senior activities such as excursions, medical appointments, and local retail stores. The Senior Mobility Program offers curb-to-curb service transporting seniors from their homes and arriving at the Senior Center at approximately 10:00 a.m. and departing from the Senior Center at approximately 2:00 p.m. and transporting them back to their homes Monday to Friday. The curb-to-curb service is an enhancement to the fixed-route provided by OCTA (See Exhibit F). See Exhibit A for detailed Scope of Services. A draft of trips and excursions scheduled for the next fiscal year is attached (Exhibit F). Trips are not finalized as of this date and are listed for reference only. Finalized schedules shall be provided as they become available. The estimated quantities used on the bid form are based on trips scheduled for the current calendar year.
The City anticipates that the funding level will be consistent throughout the new service agreement, but will be primarily based on funding received from OCTA.
Service will only be provided to seniors 60 and older. The priority of service will be trips to the Placentia Senior Center for its nutrition program and senior activities, medical appointments, and grocery shopping within city and county limits.
This request for bids includes a detailed description of the work to be performed. The bids received will be used to determine which agencies will meet the City of Placentia’s transportation needs. The City reserves the right to accept or reject any bids submitted.
