Orangethorpe/Placentia Mixed Use Project - MND 2023-02
The City of Placentia (City) is processing requests for General Plan Amendment 2022-01, Specific Plan Amendment 2021-01, and Development Review Plan 2021-02. General Plan Amendment 2022-01 will allow mixed-use (residential-commercial development) as a permissible land use category within Parcel 9 of SP-5. Specifically, Table 2-4. Specific Plans, Table 2-5. General Plan/Zoning Relationship – Specific Plans and Table 2-7. General Plan Land Use Designation – Potential Development Buildout will require amending to allow for the introduction of residential uses at the density/intensity proposed. Specific Plan Amendment 2021-01 will allow mixed-use (residential-commercial development) within the SP-5 Parcel 9 boundaries and will establish development standards for new residential uses, including but not limited to gross lot area, FAR, height, residential density, dwelling unit size, parking, setbacks and lot coverage. An amendment to the SP-5 is also required to allow for parking structures as a permitted use in Parcel 9. Development Review Plan 2021-02 will allow the Applicant to construct and operate 248 multi-family residential dwelling units, up to 3,000 square feet of commercial retail use and a 7-level parking structure on 2.72-acres located at 776 S. Placentia Avenue and 777 W. Orangethorpe Avenue.
Significant Environmental Effects: The IS/MND concludes that no significant unavoidable environmental effects would occur as a result of the proposed project. Potentially significant impacts related to aesthetics, biological resources, cultural resources, geology and soils, hazards and hazardous materials, noise, public services, tribal cultural resources, and mandatory findings of significance would be mitigated to a less than significant level.
Public Review Period/Responses and Comments: The IS/MND will be available for public review and comment pursuant to California Code of Regulations, Title 14, Section 15087. The IS/MND will be circulated for a 30-day public review period from November 29, 2023, to December 28, 2023. Due to the holiday closures during this period, comments will be accepted through January 4, 2024. All comments must be submitted in writing; either in a letter or email. Atwood Recreation Multipurpose Trail - MND 2023-01
The approximately 2.4-acre proposed project site is located within the community of Atwood in the City of Placentia. The proposed project would be an approximately 20-foot-wide trail alongside the Atwood Channel right-of-way. The trail would include a paved multiuse path; midblock crossings with ADA accessibility; a trailhead at Parque de Los Niños; new street signs; path striping and wayfinding signage; and landscaping along selected shoulders or best management practices adjacent to the path. The proposed project would include the construction of a 1.0-mile-long multiuse trail to expand the City’s bikeway network and enhance pedestrian and biking connectivity. A 0.1-mile-long segment that includes a trail extension and a bridge over the BNSF/railroad tracks is under consideration as "Optional to Be Determined" by the City and Caltrans.
In accordance with the California Environmental Quality Act (CEQA), Section 15072 of the CEQA Guidelines, and local implementation procedures the City of Placentia is required to prepare an Initial Study to ascertain whether the proposed Project will have substantial environmental impact. A Mitigated Negative Declaration (MND) is the proposed CEQA determination for this project. The MND is based on the finding that the project's environmental effects would be less than significant with adherence to mitigation measures included in the Initial Study. The reasons to support such a finding are documented by an Initial Study prepared by the City. The Initial Study, the proposed MND, and supporting materials are available for review at the City of Placentia City Hall located at 401 East Chapman Avenue, Placentia, CA 92870, Monday through Thursday from 7:30 am to 6:00 pm.
Written comments regarding the proposed MND must be submitted to the City of Placentia Public Works Department prior to 6:00 p.m. on the last day of the 30-day public review/comment period July 7, 2023). Atwood Trail Mitigation Monitoring and Reporting Program
Vista Rose Residential Development Project
The approximately 18.29-gross acre (14.4 net acres) project site is proposed to be developed as a new gated residential community known as Vista Rose consisting of 100 single-family, detached dwelling units, hardscape improvements for private streets, curbs, gutters, and sidewalks, including both private and public decorative landscaping and a park site. A single primary private access road enters the property off of Alta Vista Street. Four private roadways designed to create an internal loop road will provide access to the proposed residences. Each building will be two stories with a maximum building height of approximately 28 feet. A total of 200 parking spaces will be provided, which represents two parking stalls within each private garage, including an additional 124 uncovered parking spaces on the private driveways, and 60 on-street parking spaces along the private roadways, for a total parking count of 384 parking spaces for the totality of the development
In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code §§ 21000-21177) and pursuant to §15063 of Title 14 of the California Code of Regulations (CCR), the City of Placentia, acting in the capacity of Lead Agency, is required to undertake the preparation of an Initial Study to determine if the proposed Project would have a significant environmental impact. This Initial Study was conducted relying on findings from an Adopted Mitigated Negative Declaration for Tentative Tract Map 15700. For this project, an Addendum to the previously adopted Initial Study/Mitigated Negative Declaration of Environmental Impacts (Mitigated Negative Declaration for Tentative Tract Map 15700) was prepared for the project wherein it was found that, with implementation of Mitigation Measures, including a Mitigation Monitoring and Reporting Program (“MMRP”), the proposed project will not have a significant effect on the environment. The mitigation measures are attached to this staff report and have also been added as conditions of approval. The Mitigation Measures were established to ensure any potential impact is less than significant with the implementation of the identified mitigation measures. The Addendum to the Mitigated Negative Declaration (MND) and the Mitigation Monitoring and Reporting Program are provided as attachments to this report and staff recommends that the Planning Commission recommend adoption of the Addendum.

Adoption of Resolution No. R-2022-16, adopting General Plan Amendment No. GPA 2021-02 and also adopting a "Common Sense" exemption for GPA 2021-02, finding that GPA 2021-02 is exempt from CEQA pursuant to the common sense CEQA exemption (CEQA Guidelines Section 15061(b)(3)) which provides that CEQA applies only to projects which have the potential for causing a significant effect on the environment.

Santa Angelina Senior Apartment Homes - 1314 N. Angelina Drive
An Initial Study has been prepared for a request to implement a series of discretionary actions that would permit the development of 65 senior apartment homes in two-story residential buildings and ground-level parking. 64 units are proposed as affordable housing units to households earning less than 60% of the Area Median Income, and the remaining unit would be the manager’s unit. The project proposes an additional 45 parking spaces for a total of 130 parking spaces on site. A community garden and a new courtyard area and garden area are proposed. The existing parish hall would be demolished and replaced with a new parish hall that would be approximately 3,974 square feet with a 544-square-foot covered porch. A new children’s picnic/lunch area is proposed. The project also proposes a courtyard gathering space west of the Parish Hall, a gathering lawn with benches fronting North Angelina Drive, an outdoor terrace fronting North Angelina Drive, and a memorial garden with accent trees between the existing church building and the proposed new Parish Hall. A new courtyard area is proposed west of the existing church. The project would require a General Plan Amendment (GPA No. 2020-01) to change the general plan designation from Low-Density Residential to High-Density Residential and a Zone Change (ZC No. 2020-01) to change the zoning of the project site from R-1 (Single-Family Residential) Zoning District to R-3 (High-Density Multiple-Family) Zoning District. The project Applicant is also requesting Development Plan Review approval (DPR No. 2020-01) and building permits. The entitlements requested by the proposed projects are GPA 2020-01, ZC 2020-01, and DPR 2020-01 are discretionary decisions or "project" that requires evaluation under the California Environmental Quality Act (CEQA). A Mitigated Negative Declaration is the proposed CEQA determination for this project. The City of Placentia, acting as the CEQA lead agency for this project, will consider the adoption of this Mitigated Negative Declaration at a future scheduled public meeting. The City has prepared an Initial Study for the above project in accordance with the CEQA Guidelines Article 5, Section 15063.

Latitude Residential Project – 443, 449, 455, & 461 S. Van Buren Street
An Initial Study has been prepared for the development of a former auto wrecking facility site to High-Density Residential and to develop the site with 139 for-sale residential townhome units. The site is 5.6 acres, and the townhome development proposes a density of 25 units per acre. Entitlements for the Project include a Zone Change from M – Manufacturing District and O - Combining Oil District to R-3 (High Density Multiple-Family District) to bring the zoning of the site into alignment with the updated General Plan High Density Residential designation; Development Plan Review as required by the City for construction of new buildings; and a Tentative Tract Map to subdivide the site. The entitlements requested by the proposed project are Zone Change (ZC) No. 2018-01; Development Plan Review (DPR) No. 2018-01; and Tentative Tract Map (TTM) No. 19104 are a discretionary decision or "project" that requires evaluation under the California Environmental Quality Act (CEQA). General Plan Update
The City is currently updating its General Plan, a key planning document that will shape the future of your community by providing direction for growth and change in Placentia. The General Plan will include goals, policies and implementation actions addressing important community needs ranging from land use and mobility to public safety. Some of the newer General Plan elements include Economic Development, Sustainability and Health and Wellness.
Every city in California has a General Plan; however, the City of Placentia's current General Plan is outdated. The updated General Plan will comprehensively revisit the community's priorities and establish a vision for the next 25 years. The General Plan will include goals, policies, and implementation actions addressing several topics. Some of these topics are required by state law, and others will be included based on input from the community.

Specific Plan 5 Amendment
The City proposes to amend the Placentia Municipal Code (PMC) Chapter 23.105 entitled "Specific Plan 5" (SP-5) to modify Section 23.105.050 to add hospitality uses to the permitted uses for Parcels 9 and 11 and to modify Section 23.105.070 entitled "Height" to allow the maximum allowable height to be seventy-five (75) feet within the Specific Plan under Zoning Code Amendment (ZCA) No. 2019-01. The project would also have a corresponding Specific Plan Amendment (SPA) No. 2018-01 for Specific Plan 5 (SP-5) to amend the permitted uses for Parcels 9 and 11 to add the hospitality uses and to modify the maximum height permitted within the Specific Plan from fifty to seventy-five feet.
The City of Placentia proposes to adopt a Negative Declaration for the above-referenced project. Such Negative Declaration is based on the finding that project impacts are less than significant. The reason to such a finding are documented by an Initial Study prepared by the City. The proposed Negative Declaration, and documented incorporated by reference will be available at the hyperlink below.

Specific Plan 5 Draft Initial Study & Negative Declaration
Crowther Sewer Pipeline Project
The City proposes to construct an independent parallel pipeline adjacent to the existing pipeline and new manholes. The proposed project would involve construction of a 15-inch-diameter PVC pipe and 18-inch HDPE pipe along W Crowther Avenue, an 18-inch-diameter PVC pipe and 20-inch HDPE pipe along S Placentia Avenue, and an 18-inch-diameter PVC pipe along E Orangethorpe Avenue and S State College Boulevard, totaling 7,530 linear feet in length. The alignment would cross under the SR-57, OCPW storm drain channel and BNFS railway. The proposed project would connect to the Newhope–Placentia Trunk Sewer one manhole upstream (north) of the existing connection located on S State College Boulevard. The upsized sewer line is needed to serve the redevelopment of the Packing House District Transit-Oriented Development project approved in 2017.
The proposed project would connect to the Newhope–Placentia Trunk Sewer one manhole upstream (north) of the existing connection located on S State College Boulevard. This is not the location of an existing connection, and thus, the proposed project would install a new 18-inch-diameter connection, totaling approximately 230 linear feet, where one does not currently exist. Upon completion of the proposed project, the existing 7,300 linear feet of 10-inch and 12-inch pipeline would be abandoned in place. Each end of the sewer pipeline between manholes would be plugged and capped. The new collection system would be reconnected to all service laterals and mainline connections.
The project site was not identified on a hazardous materials site, enumerated under Section 65962.5 of the Government Code, as a result of its historical use for oil exploration activities.

The project would develop the 6.46-acre portion of site with 54 detached single-family homes, and the remaining 1.99-acre portion of the site with 10,420 square feet commercial building containing commercial uses. The entitlements requested by the proposed project (Zoning Code & Specific Plan Amendment (ZCA) 2017-09; Development Plan Review (DPR) 2017-03; Vesting Tentative Tract Map (VTTM) 2017-186; and Use Permit (UP) 2017-09) are a discretionary decision or "project" that requires evaluation under the California Environmental Quality Act (CEQA). Golden Avenue over Carbon Canyon Creek Channel Bridge Replacement Project
The City of Placentia has prepared an Initial Study of the Golden Avenue over Carbon Canyon Creek Channel Bridge Replacement Project, which recommends that at Mitigated Negative Declaration (MND) be issued, and the City has authorized the release of the proposed Mitigated Negative Declaration for public review and comment for the above project.
The City of Placentia, in cooperation with the California Department of Transportation (Caltrans), is proposed to replace the existing Golden Avenue Bridge over Carbon Canyon Creek Channel. The project area is near the border between the cities of Placentia and Yorba Linda, and is located east of California Street, west of Rose Drive, north of Brooklyn Avenue, and south of Chicago Avenue and Imperial Highway/State Route (SR) 90. The project limits would extend 200 feet from each end of the existing bridge, and 75 feet upstream and downstream of the bridge.
A copy of the Initial Study and technical studies are located at the hyperlink located below. The period of review will be from Monday, April 2, 2018, to Tuesday, May 1, 2018. Written comments on the Initial Study should be submitted to Mr. Joseph Lambert at the address listed below no later than 6:00 p.m. on Tuesday, May 1, 2018.
Any parties that comment on this proposed Mitigated Negative Declaration will be notified of the meeting date where the adoption of the MND will be considered. The technical and environmental issues related to this project may be discussed at this meeting.
