City Trash & Recycling Rates
Overview
The City has a franchise agreement (Agreement) with Republic Services (Republic) to provide refuse, recycling, and green waste collection for all City residents and commercial customers including multifamily complexes and industrial businesses, which is effective July 20, 2010, and expires on November 19, 2037. Residential accounts are billed and collected by the City via an annual property tax assessment. Commercial business accounts and any additional services are serviced and billed directly by Republic monthly. The amount that Republic charges to provide these services in the City is according to the terms of the Agreement. The Agreement with Republic allows for adjustments based on costs associated with the collection, handling, and disposal of solid waste. The Agreement allows for annual rate adjustments based on the Los Angeles-Long Beach-Anaheim area Consumer Price Index (CPI) and the landfill disposal fees under the Waste Disposal Agreement with the County of Orange. These annual rate adjustments are effective July 1 of each calendar year.
Current Rates for FY 2025-26
On July 15, 2025, the City Council adopted Resolution No. 2024-54 setting the solid waste collection rates for FY 2025-26. The proposed rates for FY 2025-26 are based upon the City’s existing refuse collection franchise agreement with Republic Services. For FY 2025-26, the current rates for solid waste services were adjusted from FY 2024-25 per the terms of the Agreement to reflect the following adjustments: (1) the Consumer Price Index and (2) landfill tipping fees. The change in CPI in the Los Angeles-Long Beach-Anaheim, CA area from January 2024 to January 2025 was 3.33% and the increase of the disposal fees charged by the county increased by 2.60%.
The following tables show a summary of the adopted FY 2025-26 solid waste collection rates for the common service levels for single-family residential and commercial/multifamily customers.
