City Treasurer

Responsibilities

The City Treasurer is an elected position and, by charter, is the custodian of all public funds belonging to, or under the control of, the City or any office, department, or agency thereof. As custodian of all public funds, the City Treasurer, with the cooperation and assistance of the Finance Department, receives all monies coming into local financial institutions.

Investments

In order to maintain a good investment program, the City Treasurer must have a good cash flow analysis of funds coming into the City, as well as funds being paid out. The Treasurer can then place the funds in various legal investments that will yield the highest return to the City over the terms of the investments.

Bio

City Treasurer Kevin Larson is a Placentia native having resided in the city since 1965. Mr. Larson has witnessed firsthand the City evolve from its orange grove heritage to the thriving community it is today. Having attended Placentia public schools and graduating from El Dorado High School in 1983, Mr. Larson went on to earn a Bachelor of Science degree in Business Administration from Cal Poly Pomona in 1987 and a Master of Business Administration with honors from Cal State Fullerton in 2001. Mr. Larson is married with three children.

Mr. Larson is an experienced corporate administrator with a progressive 25-year track record of achievement and leadership across a spectrum of organizations, including for-profit, non-profit and municipal. He has extensive experience overseeing organizational operations with an impressive record of cost savings, risk mitigation, and resource optimization. Mr. Larson is recognized by his colleagues and peers as a trusted collaborator and problem solver with excellent analytical, interpersonal, and communication skills.

Mr. Larson is currently employed with the Catholic Diocese of Orange County. Having served as the diocesan Controller for 12 years, he has extensive experience with financial policies and procedures, internal controls, fiscal audits, fund accounting, cash management, and investments. In his current position as Director of Administrative Services, Mr. Larson is responsible for overseeing payroll, benefits, and retirement systems for over 5,100 employees across 101 locations throughout Orange County.

Mr. Larson's experience and leadership in the private sector is a significant advantage for the role of City Treasurer. The City Treasurer, with the cooperation and assistance of the Finance Department, receives all monies coming into local financial institutions. In order to maintain a good investment program, Mr. Larson, as Treasurer, must maintain a good cash flow of funds received, as well as funds being paid out, including the placement of funds into safe and legally permitted investments.

With a firm commitment to fiscal growth, the safety of public funds, and accountability, Mr. Larson pledges to maintain transparency and dialogue through regular reporting to the City Council on a monthly basis.
